Europe Unready for AI

A new EU AI Act readiness report finds 78% of European enterprises are unprepared to meet forthcoming compliance obligations — a big governance and operational gap as firms scale AI. Europe still lags the U.S. and China on private AI investment and core model development, and the ECB warns fragmented standards and slow incumbents risk holding the region back. Vision Compliance based its readiness analysis on compliance assessments across eight industries — financial services, healthcare, technology, manufacturing, energy, retail, telecommunications and transport — drawn from its client work, the firm says. (globalfintechseries.com) The report flags three recurring gaps: 83% of assessed organisations had no formal inventory of AI systems, many lacked documented governance for model-risk management, and a majority misunderstood the Act’s operational requirements, Vision Compliance’s senior consultant Robert Gelo commented. (einnews.com) The AI Act entered into force on 1 August 2024 and schedules phased enforcement — with full application for high‑risk systems from 2 August 2026 — and carries penalties of up to €35 million or 7% of global turnover for breaches. (digital-strategy.ec.europa.eu) Private-sector capital remains concentrated in the United States: private AI investment in 2024 reached about US$109 billion, a figure Franklin Templeton says dwarfed activity in China and the United Kingdom that year. (franklintempleton.com) The European Central Bank’s Economic Bulletin warns that fragmented standards across jurisdictions and slow-moving incumbent firms are tangible risks that could hold back Europe’s AI adoption and value capture, calling for faster harmonisation and stronger industry retooling. (ecb.europa.eu) Vision Compliance and other advisers emphasise that obligations apply not only to AI developers but also to deployers and importers — meaning banks, hospitals and manufacturers that use third‑party models will face conformity assessments and transparency duties under the Act.
