China Kicks Off New Five-Year Plan

China has launched its 15th Five-Year Plan, which will guide its economy from 2026-2030. The new plan emphasizes boosting domestic consumption and achieving technological self-sufficiency to create a buffer against global instability and trade shocks.

China's Five-Year Plans are a longstanding tradition, with the first one implemented from 1953 to 1957. That initial plan, heavily influenced by the Soviet model, focused on developing heavy industry and collectivizing agriculture. Over the decades, the emphasis of these plans has shifted to adapt to the changing domestic and international landscape. The new plan is guided by a strategy known as "dual circulation." This approach aims to make the domestic cycle of production, distribution, and consumption the mainstay of the economy. While not cutting itself off from the world, China seeks to reduce its dependence on foreign markets and technology. A central pillar of the 15th Five-Year Plan is the pursuit of "common prosperity." This involves expanding the middle-income group and improving access to public services, particularly in rural areas. The plan aims to have personal incomes rise in step with overall economic growth and will strengthen social safety nets. Technological self-reliance is a critical goal, with a focus on breakthroughs in key areas like semiconductors, artificial intelligence, biotechnology, and quantum computing. To achieve this, total research and development expenditure is targeted to exceed 3.2% of GDP. This push for innovation is seen as a cornerstone of the nation's modernization strategy. The plan also sets ambitious environmental targets. As part of its goal to build a "Beautiful China," the country is committed to a green transition to meet its 2030 carbon peaking target. This includes expanding renewable energy sources like solar and wind power and promoting green manufacturing. General Secretary of the Communist Party of China, Xi Jinping, has played a central role in shaping the direction of the 15th Five-Year Plan. The plan is scheduled to be formally approved by the National People's Congress in March 2026.
