Minnesota Right to Repair Victory

Minnesota passed a "right to repair" law mandating that manufacturers provide repair manuals to everyone, not just authorized dealers. The law will give DIYers worldwide free access to instructions for fixing electronics and appliances, potentially reducing waste and empowering consumers to extend product lifespans.

- The "Digital Fair Repair Act" was championed by legislators including Senator Rob Kupec and Representative Peter Fischer and was signed into law by Governor Tim Walz as part of a larger omnibus bill (SF 2744). - Effective July 1, 2024, the law applies to most electronics and appliances manufactured and sold in the state after July 1, 2021. - The legislation faced opposition from tech companies and agricultural equipment manufacturers like John Deere, who have historically lobbied against such measures, citing concerns over intellectual property and safety. - Minnesota's law is considered one of the most comprehensive in the U.S., covering a broader range of products than similar legislation in states like New York. However, it does include exemptions for motor vehicles, medical devices, farm equipment, and video game consoles. - Proponents of the law highlight its potential to reduce electronic waste; Minnesota generates an estimated 133 to 266 million pounds of e-waste annually, with a recycling rate of only about 24%. - The law is expected to support local economies by creating more opportunities for independent repair shops, which could lead to the creation of more skilled jobs that are difficult to offshore. - "This is a step forward in breaking the stranglehold companies have had over products ranging from consumer products to home appliances, lowering costs for families and reducing electronic waste from purchasing replacement products," said Senator Rob Kupec, a chief author of the bill. - Consumers who believe a manufacturer is not complying with the law can file a complaint with the Minnesota Attorney General's office.
