While a similar move in India is considered "complicated" due to the app's deep integration into commerce, legal experts note that the government has the technical and legal means to impose restrictions, underscoring the risk of over-reliance on a single platform.

- The Russian government's official justification for blocking WhatsApp was the company's refusal to comply with laws requiring user data to be stored on local servers and for law enforcement to be given access to encrypted messages. - This was not an abrupt decision, but a gradual escalation that began with restrictions on voice and video calls in August 2025, followed by throttling measures that slowed the service's performance by 70-80% by December 2025, before a full block was implemented. - The ban is part of a broader strategy to establish a "sovereign internet" in Russia, which has also included blocking other major platforms such as Facebook, Instagram, Signal, and X (formerly Twitter). - In place of WhatsApp, the Kremlin is actively promoting a state-developed "super-app" called MAX, which integrates messaging, payments, and government services. - Unlike WhatsApp, which uses end-to-end encryption, the MAX application does not have this feature and is designed to share user data with authorities upon request, leading experts to label it a "surveillance app". - To drive adoption of its state-backed alternative, the Russian government has mandated that the MAX app be pre-installed on all new devices sold in the country. - Prior to the ban, WhatsApp had a massive user base in Russia, with estimates ranging from 72 million to over 100 million monthly active users. - Following the block, access to WhatsApp inside Russia is only possible through the use of Virtual Private Networks (VPNs).
