Fremont residents will get another chance on Monday, April 27, to weigh in on the city’s push to become a charter city before any measure goes to voters. The council then approved a March 3 workplan creating the advisory committee to help draft a proposed charter. A charter city adopts its own local governing document and can control some “municipal affairs” more directly, subject to state and federal law. The February 17 referral also set an accelerated timeline aimed at putting the question on the November 2026 ballot, and the council approved that path in a 5-2 vote.
