Portugal Launches Business Digital Wallet
Portugal has launched the Business Digital Wallet within its gov.pt app, providing company managers with mobile-first access to key legal and financial documents. The initiative, led by the Agency for State Technological Reform, aims to reduce paperwork and fees through journey simplification and digital identity integration. The platform's model focuses on unified authentication and document reuse.
- The wallet is a key initiative within the Simplex program, a long-running government effort launched in 2006 to simplify administrative processes and reduce bureaucracy. This program operates with a citizen-centric and co-creation approach to improve public services. - Portugal's early launch positions it as a test case for the broader European Union Digital Identity Wallet (EUDI Wallet), which is mandated to be available to all citizens, residents, and businesses in the EU by the end of 2026. This initiative is part of the eIDAS 2.0 regulation, which aims to create a harmonized legal framework for digital identities across the EU. - The underlying technology relies on the state's existing interoperability platform, ensuring that source agencies like the Tax Authority and Social Security retain control over their data while the gov.pt app provides the user interface. Authentication is managed through the Chave Móvel Digital (Digital Mobile Key), a national digital identity system. - In its initial phase, the wallet consolidates four key documents: the Electronic Company Card, tax clearance status, a Social Security debt-free certificate, and the Beneficial Ownership Registry. Future plans include adding the Permanent Commercial Certificate and certifications for SMEs. - The project is led by the Agency for State Technological Reform (ARTE), recently renamed from the Agency for Administrative Modernization (AMA), which is responsible for coordinating Portugal's digital transformation strategy. - Data from the first week of operation showed significant early adoption, with over 5,500 companies activating the wallet and accessing more than 20,000 documents, indicating active use beyond simple registration. - This initiative is part of a broader European trend in GovTech, which focuses on using technology to make public services more efficient, transparent, and user-centric. The European Commission is actively promoting this through projects like GovTech4All to foster a cohesive digital ecosystem. - Portugal is one of the pilot countries, along with 24 others, testing use cases for the EU's overarching digital wallet framework in real-world scenarios, with lessons learned being shared with countries like Estonia and Denmark.
