California Greenlights Massive Reservoir Project

California has approved its largest reservoir project in 50 years, a nearly $7 billion investment to address long-term water security. The massive scale of the infrastructure build is expected to create significant demand for consulting firms specializing in large capital projects, public sector transformation, and stakeholder management.

The Sites Reservoir project is an off-stream water storage facility, meaning it will not dam a major river. Instead, it will capture excess water from the Sacramento River during wet periods and store it in a new 1.5 million acre-foot reservoir located in a valley in Glenn and Colusa counties. They have selected Barnard Construction Company, a firm with extensive experience in large-scale civil projects, for the initial pre-construction planning phase under a "Construction Manager at Risk" (CMAR) contract. This project delivery model suggests a need for consulting expertise in risk management, cost controls, and collaborative project execution to work alongside the primary contractor. While a complete list of subcontractors is not yet public, large-scale public works projects in California typically involve a network of specialized consulting firms. Companies like RKA Consulting Group, Ponticello Enterprises, and Water Resources Engineering, Inc. are examples of California-based firms that provide these types of specialized services to public agencies on infrastructure projects. The complexity of the project necessitates a strong focus on stakeholder management and public sector transformation. There is a significant need for consultants who can navigate the intricate web of local, state, and federal agencies, as well as manage engagement with community groups, environmental organizations, and agricultural interests. Expertise in process optimization, strategic planning for public entities, and operational improvement methodologies will be crucial for the smaller firms brought on to support the project's management and execution.
