Japan travel tax heads up

Twenty local governments — including Hokkaido — have introduced new lodging taxes for 2026, so nightly hotel costs may be higher on top of peak‑season demand. (english.kyodonews.net)

Hokkaido’s new prefectural lodging tax uses a three-tier flat rate — ¥100, ¥200 and ¥500 per person per night depending on the room charge — and the prefecture began collection in spring 2026. (asahi.com) The prefectural government estimates the levy will bring in about ¥4.5 billion a year to fund transport and overtourism measures. (asahi.com) Sapporo’s announced schedule sets ¥200 per night for rooms under ¥50,000 and ¥500 per night for rooms ¥50,000 or more, which local officials say will be collected alongside the prefectural tax. (bernama.com) Kyoto reworked its accommodation tax effective March 1, 2026, creating five brackets with a new top tier of ¥10,000 per person per night and mid-tier rates of ¥4,000 and ¥1,000 for higher-priced rooms. (adept.travel) The national Ministry of Internal Affairs and Communications has been approving ordinances across the country; as of Jan. 13, 2026, 39 local governments had received ministerial consent to introduce lodging taxes, and the minister recently signed off on measures in prefectures including Miyagi and Hiroshima. (travelvoice.jp) Several Hokkaido towns already ran their own levies before the prefectural scheme — Kutchan (Niseko) implemented a 2% accommodation tax in November 2019 and revised its ordinance so the town-plus-prefecture collection will total a 3% town rate combined with the prefectural flat fees from April 1, 2026. (uchijapan.com) National travel guides and local ordinances show more municipalities are scheduled to start or change lodging levies through 2026 — examples on the official timelines include Nagano Prefecture from June 2026, Kumamoto City from July 2026 and Morioka from October 2026.
