Russia Expands Shadow Fleet for Evasion

Russia is expanding its "shadow fleet" in the Baltic, with over 80 tankers potentially being reflagged for sanctions evasion. Many of these vessels falsify AIS data, creating opportunities for real-world "dark vessel" data to retrain and benchmark detection models. This makes fusion architectures that don't rely solely on transponder data essential.

Russia's "shadow fleet" is being used to evade sanctions imposed due to the war in Ukraine. These vessels often operate with obscured ownership and falsified documentation. The fleet has been linked to safety violations and interference with navigation systems. The shadow fleet is known for Automatic Identification System (AIS) manipulation, which includes turning off the system or transmitting false location data. This makes it difficult for authorities to track the vessels and increases the risk of collisions and search-and-rescue operations. Some vessels have been found to operate more than six times as often without AIS as normal vessels. Recent investigations reveal that Russia is placing personnel with military and intelligence backgrounds, including those connected to the Wagner Group, aboard these tankers. These individuals may be acting as "vessel protection" to deter authorities from inspecting or seizing the ships. The presence of these personnel raises concerns about potential confrontations during maritime enforcement. European countries are beginning to take more assertive actions against the shadow fleet, including boarding and detaining vessels suspected of sanctions violations. For example, the Swedish Coast Guard took control of the cargo vessel Caffa in Swedish territorial waters and launched an investigation into the vessel's seaworthiness. Belgium, Finland, and France have also seized or detained shadow-fleet tankers. The expansion of the shadow fleet poses environmental risks due to the age and poor maintenance of the vessels. Many lack verifiable insurance, raising concerns about liability in case of accidents or spills. There have been reports of shadow fleet tankers causing damage to seabed infrastructure.
