Pleasanton May Fund Shelter Rebuild

The Pleasanton City Council is set to consider allocating federal funds for the rebuilding of the Tri-Valley Haven shelter. The facility provides crucial services to the local community, and the vote will determine the project's path forward.

The funding in question is a substantial portion of a $381,455 Community Development Block Grant (CDBG) from the U.S. Department of Housing and Urban Development for the 2025-26 fiscal year. City staff identified the Tri-Valley Haven "Shiloh Rebuilding" project to receive the funds after no other capital projects applied for this grant cycle. This isn't the first allocation from Pleasanton for this project; the city previously directed $250,000 in CDBG funds in FY 2023-24 and another $250,000 in 2024-25. In late 2025, the council also approved over $228,000 in state funds to provide interim housing for shelter residents while construction is underway. The rebuild is a necessity, as the original 40-year-old facility was physically deteriorating. The total project cost is estimated at $9.4 million, and as of early March 2026, the project still faced a funding gap of approximately $1.5 million to complete construction. Upon completion, the new domestic violence shelter will increase its capacity by 50%, from 30 to 45 beds. The expanded facility will include dedicated areas for therapy, a learning center, and two 2-bedroom apartments for families. Construction on the new shelter is already in progress. Demolition of the old building was completed in August 2024, with the new facility on track for completion by mid-2026. Tri-Valley Haven has been a critical resource since 1977, providing the area's only rape crisis center and a 24-hour crisis hotline. Its shelters are unique in the region for accepting intact families, including single fathers with children and families with teenage boys. Beyond shelter, the organization offers extensive support services, including counseling, a food pantry that serves thousands, legal assistance, and violence prevention education in local schools. All services are provided at no cost to clients.
