Quantum Systems forms Ukraine JVs

Quantum Systems has moved from supplying drones to building them with Ukrainian partners, setting up two joint ventures tied to Kyiv’s “Build with Ukraine” program. (janes.com) One of those ventures, Quantum Frontline Industries, was formed with Frontline Robotics and began delivering its first batch of Linza 3.0 drones to Ukraine in early April 2026. The company said the shipment was the first stage of its 2026 deliveries. (quantum-systems.com) Germany’s Defence Ministry said the joint venture is producing the combat-tested Linza in Germany under the Ukrainian “Build with Ukraine” initiative and a parallel German-Ukrainian armaments cooperation effort. It said Quantum Systems is providing industrial infrastructure and production processes in a secure environment. (bmvg.de) Ukraine’s Defence Ministry has described “Build in Ukraine” as a policy to get foreign defence companies to open production in Ukraine or localize output with Ukrainian industry. The ministry says the goal is faster supply for the armed forces and a bigger Ukrainian role in the global defence technology market. (mod.gov.ua) The Linza is a short-range strike drone rather than a reconnaissance aircraft. Ukraine’s Defence Ministry said in December 2025 that the system can carry a payload of up to 2 kilograms out to 10 kilometers for tactical reconnaissance-and-strike missions. (mod.gov.ua) That matters because Quantum Systems built its name in Ukraine on Vector, an electric vertical take-off and landing reconnaissance drone funded in part by Germany. Quantum Systems said Ukraine ordered 33 Vector systems in August 2022, 105 more in January 2023, and 300 more in May 2023. In April 2024, Quantum Systems opened a factory and development hub in Ukraine, said it was investing up to 6 million euros over two years, and said the site could raise capacity to as many as 1,000 drones a year including spare parts. Militarnyi reported in July 2025 that Quantum Systems became a strategic investor in the Ukrainian company, which makes the Linza drone family. (militarnyi.com) The new production push is part of a broader European pattern: Ukraine and the Netherlands announced a long-range drone production project under the same initiative in late 2025, with 110 million euros in investment. Ukraine’s Defence Ministry has also publicly discussed similar industrial projects with Denmark and Germany.
