Texans Unveil 'Toro District' Plans

The Houston Texans unveiled plans for the “Toro District,” a major master-planned development in Bridgeland designed to be a sports and entertainment hub. The project, a collaboration with Harris County, will feature a mix of retail, hotels, and public spaces, with initial renderings now released.

- The project is a public-private partnership between the Houston Texans, Howard Hughes Communities, and Harris County. It is projected to generate approximately $34 billion in long-term economic impact and create over 17,000 jobs. - The development will be situated on an 83-acre site within Bridgeland Central, the master-planned community's urban core. The Texans' new headquarters and training complex will occupy 22 acres of this space, with the facility expected to open in 2029. - Beyond the Texans' facilities, the plan includes one million square feet of office space, 300,000 square feet of retail and restaurants, 250,000 square feet for healthcare, two hotels, and 1,300 multifamily residential units. - A 25,000-square-foot Harris County annex is part of the development, which will provide government services to the rapidly growing Northwest Houston area. The project also includes plans for six parks and 5,000 parking spaces. - Public funding for infrastructure improvements will be sourced through a Tax Increment Reinvestment Zone (TIRZ), which uses property taxes generated within the district to finance the upgrades. - The new 175,000-square-foot headquarters will consolidate the team's football and business operations. The complex will feature an indoor fieldhouse, with capacity for nearly 16,000 attendees, and three outdoor practice fields, designed for both team use and public events like local graduations. - The development is modeled after similar successful sports-anchored districts like the Dallas Cowboys' "Star" in Frisco, aiming to create a year-round destination and revenue stream. - The project will also offer community engagement opportunities, including internships and career pathway programs with local school districts like Cypress-Fairbanks ISD and Waller ISD, as well as Lone Star College.
