IEA‑IMF‑World Bank shock group

The IMF warned of “uneven” price shocks as the Iran war rattles energy and food supply chains and helped push March to the worst month for equities since 2022 — policymakers are already scrambling. In response, the IEA, IMF and World Bank will form a coordination group to assess impacts, coordinate aid and mobilize support for the countries most at risk. The joint communiqué carrying the April 1, 2026 agreement was issued in Washington and was framed by IEA Executive Director Fatih Birol, IMF Managing Director Kristalina Georgieva and World Bank President Ajay Banga. (imf.org) The coordination group’s first task will be a cross‑institutional assessment that explicitly lists energy‑market and price data, trade‑flow monitoring, fiscal and balance‑of‑payments pressures, inflation trends, export restrictions and supply‑chain disruptions as metrics to be shared. (imf.org) The partners said the response toolkit may include targeted policy advice, formal assessments of financing needs, concessional or low/zero‑percent financing and unspecified risk‑mitigation instruments to be deployed for vulnerable countries. (usnews.com) The IMF’s joint text singled out disruptions beyond oil and gas — naming helium, phosphate and aluminium — and warned that tourism was being hit by flight disruptions at key Gulf hubs. (imf.org) The IEA had already coordinated a major emergency action on March 11 when its 32 member governments agreed to release 400 million barrels from strategic reserves to ease market tightness. (iea.org) IEA executive director Fatih Birol has called the current energy shock larger than the 1970s oil crises combined with the disruption from the Ukraine war, a framing officials used to justify an intensified, multilateral response.
