Europe raises visitor fees

A wave of new or higher tourist levies is rolling out across Europe in 2026 — Wego lists Barcelona, Paris and Amsterdam increasing charges while Venice expands its day‑tripper fee and Edinburgh introduces a visitor levy (blog.wego.com). For travellers, that means entry and overnight costs in those cities will include new line items beyond hotel and transport prices (blog.wego.com).

Travellers heading to some of Europe’s busiest cities in 2026 are finding a new line on the bill: higher visitor taxes in Barcelona and Paris, Venice’s revived entry charge, and Edinburgh’s first overnight levy. (barcelona.cat) (parisjetaime.com) (comune.venezia.it) (edinburgh.gov.uk) Barcelona approved a 2026 by-law on January 30 that raises its municipal tourist-tax surcharge by €1 a year through 2029, taking the city surcharge to a maximum of €8 a night. The city says tourism-related taxes are its third-largest revenue source and were expected to bring in €100 million in 2025. (barcelona.cat) (ajuntament.barcelona.cat) Paris’s 2026 tourist-tax grid took effect on January 1. The official schedule shows a per-adult, per-night charge of €15.93 for palace hotels, €11.70 for 5-star properties, €8.45 for 4-star properties and €5.53 for 3-star properties. (parisjetaime.com) Venice’s access-fee portal says the 2026 charge starts on April 3 and applies only on selected days marked on the city calendar. The city approved a new regulation on September 16, 2025, for the 2026 season, after expanding the program from its trial phase. (comune.venezia.it 1) (comune.venezia.it 2) Edinburgh is moving from debate to collection. The City of Edinburgh Council approved Scotland’s first visitor-levy scheme on January 24, 2025, and the 5% charge on paid overnight accommodation starts for stays from July 24, 2026. (edinburgh.gov.uk 1) (edinburgh.gov.uk 2) The Edinburgh levy applies before value-added tax, covers only the accommodation price, and is capped at the first five nights. Bookings for stays on or after July 24, 2026 that were booked and paid for before October 1, 2025 are exempt. (edinburgh.gov.uk 1) (edinburgh.gov.uk 2) These charges are not all the same tax. Barcelona and Paris add overnight charges through accommodation providers, Venice charges day visitors on designated high-pressure dates, and Scotland’s 2024 law gave local authorities such as Edinburgh the power to create their own overnight levy schemes. (ajuntament.barcelona.cat) (parisjetaime.com) (comune.venezia.it) (legislation.gov.uk) City governments are tying the extra charges to crowding, infrastructure and local services. Barcelona says the tourist should be treated as a temporary resident who uses municipal services, while Edinburgh says levy income will be reinvested in city operations, infrastructure, culture, heritage and destination management. (ajuntament.barcelona.cat) (edinburgh.gov.uk) Supporters in Edinburgh’s hotel sector backed the levy when the council approved it. Neil Ellis of the Edinburgh Hotels Association said the scheme would improve the visitor experience through extra spending, while the council projects the charge could raise up to £50 million a year once established. (edinburgh.gov.uk) For travellers, the practical change is simple: in 2026, the price of a European city break increasingly means the room rate or train fare is no longer the full cost.
