Barcelona Doubles Tourism Tax

Barcelona doubled its tourism tax to become one of Europe's highest, directly responding to overtourism concerns. City officials aim to balance economic benefits from visitors with resident quality of life and urban sustainability — expect higher costs for accommodation and attractions.

This latest tax hike is part of a multi-stage increase approved by the Catalan parliament, set to take effect from April 1, 2026. The move follows years of gradual increases to the tourist levy, which was first introduced in 2012 to combat the initial signs of overtourism. Under the new structure, guests in five-star hotels could pay up to €15 per person per night. Those in holiday rentals will see their nightly tax jump from €6.25 to a maximum of €12.50. For a couple staying two nights in a typical four-star hotel, this could add an extra €45.60 to their bill. The revenue generated is specifically earmarked to address the negative impacts of mass tourism. A quarter of the funds will be allocated to the city's affordable housing programs, directly tackling the housing crisis that many residents blame on the proliferation of tourist accommodations. This tax increase is a component of a larger strategy to manage the city's 15.8 million annual visitors. This strategy also includes a plan to completely phase out all short-term holiday rentals, such as those on Airbnb, by the year 2028. While the city aims to mitigate issues like soaring rents and crowded public spaces, some in the tourism industry have voiced concerns. Manel Casals, Director General of the Barcelona Hotel Guild, warned that such a steep increase, implemented without gradual observation, could "kill the goose that lays the golden eggs." Interestingly, the increased tax does not apply uniformly. Cruise ship passengers, a significant source of day-tripper tourism, will see no change and will continue to pay the existing €6 fee, a point of contention for some environmental and local groups.
