India Ramps Up AI Data Center Infrastructure

India is significantly expanding its digital infrastructure to support AI and cloud workloads, with the state of Karnataka planning a major AI data center cluster. This is part of a broader trend, as the Adani Group unveiled a $100 billion plan for renewable-powered AI data centers, while other Indian tech billionaires are building new facilities in both India and the UAE. The government is supporting this push by establishing an innovation authority to promote emerging technologies like AI and IoT.

The massive investment in data centers is driven by India's rapidly growing digital economy, which is projected to reach a valuation of one trillion dollars in the coming years. This growth is fueled by expanding internet access for its large population, with over 950 million internet subscribers and 650 million smartphone users as of mid-2024. Government initiatives like the Digital Personal Data Protection Act of 2023, which includes data localization mandates, are also a significant catalyst for domestic data center construction. This boom has led to a forecasted explosion in data center capacity. From an installed base of 4.48 thousand megawatts in 2025, the market is expected to surge to 15.21 thousand megawatts by 2031. This represents a compound annual growth rate of 22.79%. Mumbai, Chennai, Delhi-NCR, and Bengaluru are the current hubs, accounting for nearly 90% of the total capacity. Industrial giants are making colossal investments to meet this demand. Reliance Industries, led by Mukesh Ambani, has earmarked $110 billion to build data centers and other infrastructure over the next seven years. Not to be outdone, the Adani Group has committed $100 billion by 2035 for renewable-energy-powered data centers, aiming to expand its capacity from 2 GW to 5 GW. This investment is expected to spur an additional $150 billion in the broader AI ecosystem, including server manufacturing and sovereign cloud platforms. A critical component of this expansion is the focus on renewable energy. Data centers are incredibly power-intensive, with their electricity consumption in India projected to rise from about 1% of the national total to 3-6% by 2030. To address this, new facilities are being directly linked to renewable power sources. For example, Adani's 30 GW Khavda project will help power its data centers, and Reliance plans to use its own green energy for its Jamnagar facility. This strategy not only supports sustainability goals but can also cut operating expenses by up to 30% compared to grid tariffs. The Indian government is actively fostering this growth by classifying data centers as "essential infrastructure," which eases access to financing. Various states are also competing to attract investment with their own data center policies, offering incentives like land subsidies, exemptions on stamp duty, and power bill reimbursements. For instance, Uttar Pradesh initially aimed to develop 250 MW of data center capacity and, after quickly meeting that goal, has expanded its target to 900 MW. Beyond the large conglomerates, other significant players are expanding their footprint. The Hiranandani Group's Yotta Infrastructure is developing a 20-acre hyperscale data center park in Greater Noida with a 200 MW capacity and is also expanding in other cities like Navi Mumbai, Chennai, and Pune. These hyperscale facilities are crucial for supporting the high-density computing required for AI and machine learning workloads. This infrastructure build-out is creating a robust ecosystem that extends beyond just data storage. The Adani Group's investment, for instance, includes plans to co-invest in the domestic manufacturing of critical components like transformers and power electronics to reduce reliance on global supply chains. This vertical integration, combined with the development of sovereign cloud platforms and AI-specific infrastructure, is positioning India as a major hub in the global AI landscape.
