Cabinet Approves ₹1.5 Lakh Crore Infrastructure Push
India's Cabinet has approved a ₹1.5 lakh crore infrastructure initiative focused on road, rail, and urban projects. The plan aims to address physical and digital bottlenecks that have historically hindered commerce in smaller cities. The launch of an Urban Challenge Fund is also included to spur local entrepreneurial activity.
- The centerpiece of this initiative is the ₹1 lakh crore Urban Challenge Fund (UCF), which will operate from FY26 to FY31. This fund is expected to catalyze a total investment of around ₹4 lakh crore in the urban sector over the next five years. - The UCF introduces a significant shift in urban development financing, moving from a grant-based model to a market-linked approach. Central government assistance will cover 25% of a project's cost, contingent on states and urban local bodies raising at least 50% of the funding from market sources like municipal bonds. - A dedicated corpus of ₹5,000 crore will be used to improve the creditworthiness of 4,223 cities, specifically targeting Tier-II and Tier-III cities to help them access market finance for the first time. - Beyond urban renewal, the cabinet also approved several specific connectivity projects, including a 15.79-kilometer road-cum-rail tunnel under the Brahmaputra in Assam and three national highway projects with a combined outlay of over ₹11,000 crore. - This infrastructure push directly addresses logistical challenges in Tier 2 and Tier 3 cities, which currently face issues like inadequate warehousing, higher delivery costs, and fragmented reverse logistics networks. - For small vendors and artisans, the government is also promoting schemes like PM Vishwakarma, which provides training, a stipend of ₹500 per day, and an e-voucher of up to ₹15,000 for toolkits to empower traditional craftspeople. - Another relevant program for small entrepreneurs is the Pradhan Mantri MUDRA Yojana (PMMY), which offers micro-credit up to ₹20 lakhs for non-farm income-generating activities in manufacturing, trading, or services. - The broader strategy is aligned with the PM Gati Shakti National Master Plan, which aims to integrate planning and execution across ministries to reduce logistics costs and enhance last-mile connectivity.
