Fremont residents will get another public look Monday, April 27, at the city’s charter city push before any proposal goes to voters this fall. (fremont.gov) The meeting is scheduled for 5 p.m. in the City Council Chambers at 3300 Capitol Ave., Building A, and the city says the seven-member Charter Advisory Committee has been meeting weekly since March 23. (fremont.gov) Fremont’s Charter City Initiative began with a Feb. 17, 2026 City Council vote on a referral submitted by Vice Mayor Zhang to shift the city from general law status to charter city status. The council then voted 5-2 to pursue the faster option: a proposed charter on the Nov. 3, 2026 ballot. (fremont.gov) A charter city operates under its own local charter on municipal affairs, while a general law city follows the California Government Code. Fremont’s initiative page says city leaders are seeking more local control over governance, procurement, project delivery, and election rules. (fremont.gov) The current process is council-led, not voter-led. Fremont says the City Council chose to keep control of drafting the proposal while using a mayor-appointed advisory committee for public input and recommendations. (fremont.gov) On March 3, the council approved a charter workplan and created the seven-member committee; on March 20, Mayor Raj Salwan appointed Dharminder Dewan, Brad Hatton, Rick Jones, Sue Kwong, Kim Marshall, Sathya Sankaran, and Ben Yee. (fremont.gov) The city says agenda packets for committee meetings are posted the Friday before each meeting, and the April 27 session can be watched on Fremont’s website, on Zoom through the agenda packet link, or on Comcast Channel 27. (fremont.gov) Fremont’s Agenda Center says regular meeting agendas are posted at least 72 hours in advance, and public comments can be submitted in person or by email by the deadline listed on the agenda. (fremont.gov) Monday’s meeting is the last one listed in the committee’s March 23-to-April 27 schedule, with the draft process still aimed at a November 2026 citywide vote. (fremont.gov)
