Nijkerk Sets New Social Housing Performance Deals

The municipality of Nijkerk has reached new performance agreements with local housing corporations to accelerate the construction of affordable homes and advance sustainability. The deals cover energy retrofits for existing stock and integrate social and environmental objectives. The agreements exemplify how local partnerships are being used to implement national housing targets.

- The latest performance agreements for Nijkerk, signed on February 20, 2025, cover the period from 2025 to 2027 and aim for a net increase of 75 social rental homes per year. These agreements involve the municipality, housing corporations Woningstichting Nijkerk (WSN) and de Alliantie, and tenants' organizations HuurdersOrganisatie Nijkerk (HON) and HuurdersBelangenVereniging de Alliantie (HBVA). - The agreements are grounded in the 'Woonvisie gemeente Nijkerk 2024+', which serves as the foundational policy document outlining the municipality's housing ambitions. A key goal is to increase the share of social housing from the current 23% to the national ambition of 35%, as the local level is still below the national average of 28%. - Woningstichting Nijkerk (WSN) plans to build over 1,100 rental homes between 2024 and 2030, including 252 studios and apartments in the 'Wonen bij Jaap' project and care-suitable homes in 'Het Nieuwe Sint Jozef'. From 2017 to 2023, WSN already added 486 rental homes across Nijkerk. - The national government's housing policy aims to build 900,000 new homes by 2030, with two-thirds designated as affordable. However, the target of building 100,000 homes per year is not expected to be met until 2027 due to high interest rates and rising costs. - Sustainability is a core component, aligning with the national goal for a CO2-neutral housing stock by 2050. Housing corporation de Alliantie has already achieved an average energy label of A for its properties in Nijkerk and implemented energy-saving measures in 85 homes in 2024. - To accelerate construction, the national STOER advisory group has proposed over 100 measures to simplify regulations, suggesting that standardizing planning processes could reduce the average duration from seven to three and a half years. - The HuurdersOrganisatie Nijkerk (HON) notes that the waiting time for a social rental home can be between 6.6 to 8.5 years, with 1,588 active seekers in the municipality as of 2022. - These local agreements are part of a broader Dutch strategy to address housing shortages and improve sustainability, supported by national investments like the "Housing Construction Impulse" fund to help municipalities finance affordable housing projects.
