Japan introduces new visitor fees

Visitors to Kyoto now face a steeper hotel tax, and Himeji Castle raised admission to 2,500 yen for adults on March 1. (kyoto.travel) Kyoto’s new lodging tax has five bands instead of three. For stays from March 1, 2026, it charges 200 yen under 6,000 yen a night, 400 yen from 6,000 to 19,999 yen, 1,000 yen from 20,000 to 49,999 yen, 4,000 yen from 50,000 to 99,999 yen, and 10,000 yen at 100,000 yen or more, per person per night. Adults age 18 or older now pay 2,500 yen, Himeji residents pay 1,000 yen, groups of 30 or more adults pay 2,000 yen, and visitors under 18 enter free. The city also began full-scale digital ticketing on March 1. (himejicastle.jp) Tokyo has not changed its hotel tax yet, but the metropolitan government published a review draft in November 2025 that would replace the current flat fees with a 3 percent tax on accommodation charges. The draft also says the tax would extend to private lodgings and raise the exemption threshold from 10,000 yen to 13,000 yen per person per night. The draft says the tax is meant to support tourism policy, and the Asahi Shimbun reported the city is targeting fiscal 2027 for any revised system after ordinance changes and central-government approval. Osaka Prefecture raised its accommodation tax from September 1, 2025, lowering the tax-free threshold from under 7,000 yen to under 5,000 yen and raising the rates to 200 yen, 400 yen, and 500 yen across higher price bands. The National Tax Agency says most international travelers leaving Japan by air or ship pay 1,000 yen per departure, usually collected by airlines or cruise lines.
