NYC roadside dining returns

Roadside dining is back in New York City this spring as food trucks and pop‑ups are again permitted in select areas, a move expected to add vibrancy to the city’s street‑food scene (ny1.com). And PopUp Bagels® — a New York‑rooted concept — just expanded to Chicago, underscoring how street‑food pop‑ups are scaling to new markets (globenewswire.com).

Dining Out NYC designates roadway dining season as April 1–November 29 while allowing restaurants to submit applications through the city’s year‑round portal. (diningoutnyc.info) A DOT press release said 2,600 establishments were approved to operate roadway or sidewalk setups in 2025 and that approved restaurants could begin installing roadway setups starting March 25. (nyc.gov) Councilmember Lincoln Restler’s Intro. 1421 would remove the December‑through‑March ban on roadway dining, expand allowable footprints and loosen community‑board veto power, and the proposal has backing from City Council Speaker Julie Menin and Mayor Zohran Mamdani. (nyc.streetsblog.org) New city laws are also expanding legal vending capacity: Local Law 54 of 2026 increases the number of general vendor licenses with new allocations becoming available after January 15, 2027, and the Department of Consumer and Worker Protection will contact those on the 2016 waiting list first. (nyc.gov) Separately, the Department of Health’s mobile food vending changes will add 11,000 new mobile food vending permits by offering 2,200 new supervisory licenses each year for five years starting July 1, 2026. (nyc.gov) PopUp Bagels said its first permanent Chicago shop will open at 2321 N. Lincoln Ave. in Lincoln Park as the first of a planned 25 Chicago locations. (markets.businessinsider.com) Before the Lincoln Park storefront launch, PopUp staged a preview collaboration with Guinness Open Gate Brewery on March 12–13, and the concept sells bagels in multi‑pack formats (three or more) with rotating schmears similar to its East Coast model.
