Czech Republic Leverages Bank ID for Public Services

The Czech Republic's Bank ID system utilizes existing bank authentication tools to grant citizens access to government systems and other online services. The model demonstrates a convergence of financial-grade authentication with digital public infrastructure, combining security with broad user adoption.

- The service, officially called Bankovní identita (BankID), was established by the Bank Identity Act and launched on January 1, 2021. A key precursor was the SONIA project, initiated by the Czech Banking Association to enable the use of verified banking identities for e-government and private sector online services. - A joint venture called Bankovní identita, a.s. was formed in September 2020 by three of the largest banks in the country—Česká spořitelna, Československá obchodní banka (ČSOB), and Komerční banka—to create the necessary infrastructure. The leadership of this entity includes Jan Blažek as Chairman of the Board of Directors and Marek Ruzicka as CEO. - The system provides digital identity services to over 6 million clients of Czech banks. As of August 2023, the service was expanded to include foreigners residing in the Czech Republic, potentially adding 600,000 more users. - A number of major Czech banks offer BankID to their customers, including Air Bank, Banka Creditas, Česká spořitelna, ČSOB, Fio banka, Komerční banka, mBank, Moneta Money Bank, and Raiffeisen Bank. - The BankID system is aligned with the European Union's eIDAS regulation at a "substantial" level of assurance. This facilitates cross-border use, meaning a Czech citizen's BankID can be used to access public services in other EU member states without requiring additional verification. - The "substantial" assurance level is suitable for a range of online services, including remote customer onboarding for financial institutions, executing digital contracts, and accessing sensitive personal data, as it requires at least two factors of authentication. - Beyond public administration portals for services like filing tax returns or applying for driving licenses, BankID is used by a variety of private companies, including insurance providers, energy companies, and e-shops for identity verification. - The technical foundation of BankID is based on OpenID Connect and OAuth2 specifications, acting as an intermediary between the service providers and the banks' existing, secure identity provider systems.
