EU Urged to Bolster Climate Adaptation Framework

The EU's Scientific Advisory Board is urging a stronger adaptation framework as Europe is warming at twice the global average. The board highlighted the need to prioritize cross-border risks, such as ensuring the resilience of interconnected energy grids against climate-related threats.

- Weather and climate-related extremes are already causing economic damages to infrastructure and physical assets averaging around €45 billion per year in Europe. Without effective adaptation, annual losses in the EU from climate impacts could reach at least €170 billion with 3°C of global warming. - The advisory board recommends that the EU's adaptation planning should prepare for climate risks consistent with a global warming pathway of 2.8–3.3°C by 2100, which would translate to even higher temperatures in Europe. - This call for a stronger framework builds on the EU's existing Adaptation Strategy, which was updated in 2021 to shift focus from planning to implementation. Furthermore, the European Climate Law makes it a legal obligation for member states to ensure continuous progress on enhancing adaptive capacity. - The focus on energy grids stems from a massive investment challenge; estimates suggest Europe needs at least €1.2 trillion for electricity grids by 2040, with €730 billion required for distribution networks alone to handle new renewable generation and demand. - Turkey, which is highly vulnerable to decreasing precipitation and increasing water stress, has its own Climate Change Adaptation Strategy and Action Plan for 2024-2030. - A $1 billion grid modernization initiative is underway in Turkey, supported by the Climate Investment Funds, EBRD, and the World Bank, aiming to add 60 GW of wind and solar capacity by 2035. - Turkish startups are active in this sector; for example, Reengen provides an IoT-based energy intelligence platform for consumption optimization, while Solimpeks is a global exporter of hybrid solar thermal technologies.
