Cupertino Sees Largest Homelessness Increase in County

Cupertino experienced the largest percentage increase in its homeless population within Santa Clara County over the past two years. Advocates attribute the rise to the high cost of living and a lack of affordable housing options in the area. The data highlights ongoing regional challenges despite existing support programs.

- The number of unhoused residents in Cupertino surged by 110.4% between 2023 and 2025, increasing from 48 to 101 individuals. This was the most significant percentage increase within Santa Clara County. - In comparison, Palo Alto saw the next highest increase at 102.9%, with its homeless population growing from 206 to 418. The overall homeless population in Santa Clara County grew by 8.2% during the same period, reaching a total of 10,711 people. - Advocates suggest the 2025 figures represent a more accurate count rather than a sudden spike, attributing this to the inclusion of the nonprofit West Valley Community Services in the data collection process for the first time. - A significant factor contributing to the rise in homelessness county-wide is the loss of a job or income, which was cited by 27% of unhoused individuals surveyed. Relationship breakups (17%) and eviction or rent increases (12%) were other primary causes. - Cupertino currently has no dedicated homeless shelters and relies on the county for homeless services. Across the county, there is only one shelter bed available for every three homeless residents. - The city is collaborating with other local municipalities on a West Valley Homeless Services Feasibility Study to develop a coordinated, sub-regional response to the issue. - County-wide efforts to combat the crisis include the 2016 Measure A, a $950 million affordable housing bond, which has helped create new homes for over 6,000 people. The county is on track to exceed its goal of creating 4,800 new affordable housing units. - For those living in vehicles, the West Valley Rotating Safe Car Park Program, a collaboration of faith-based communities and local governments including Cupertino, offers a temporary and safe alternative to sleeping on the streets.
