The move to a franchise model represents a seismic shift for English rugby, prioritizing financial stability for club owners and investors by eliminating the peril of relegation. This "ring-fenced" league structure is designed to attract new investment by offering greater long-term security. The plan involves an initial 10-team Premiership, with a managed expansion process beginning with the addition of two more teams for the 2029-30 season. Future expansion teams will be selected through a tender process, not on-field promotion, with expressions of interest potentially invited as early as 2027. Criteria for new franchises will focus on commercial strength, brand value, and strategic geography rather than just playing performance. Any new club wanting to join will need to purchase a share in the league, a stake valued at around £13.5 million. The interest from Tom Brady's investment firm, Knighthead Capital Management, in a Birmingham franchise is part of a broader multi-sport strategy in the city. Knighthead, which already owns Birmingham City F.C., is investing billions in a new "Sports Quarter" and sees a professional rugby team as a key addition, filling a void left after Coventry-based Wasps went into administration in 2022. This strategic overhaul comes after a tumultuous period for the league, which saw three clubs collapse. Wasps, with debts totaling £95 million, entered administration in October 2022 after failing to repay a £35 million bond that financed their move to Coventry. Worcester Warriors were also forced into administration in September 2022 over an unpaid £6 million tax bill and were suspended from the league. The following season, London Irish became the third casualty, suspended in June 2023 after a prospective American takeover fell through and the club failed to meet payroll. The club had accumulated debts of approximately £30 million. These collapses highlighted the fragile financial models of several clubs, prompting the RFU and Premiership Rugby to seek a more sustainable structure.
