The joint town hall meeting was a chance for constituents to hear updates and voice concerns directly to their elected officials, Councilmen Wayne Gray of Ward 1 and Anthony Marshall of Ward 2. Biloxi operates under a Mayor-Council government, with elections every four years. Wayne Gray, a Republican, is a Biloxi native and owner of WG Construction and Underground Utilities LLC. He is also a member of the Krewe of Neptune and former president of the Fleur De Lis Society. Gray's priorities include bringing small businesses to Ward 1 and addressing homelessness. Anthony Marshall, a Democrat, also serves Ward 2. Marshall's focus areas involve unwarranted acts and citizen accountability within the city. He defeated incumbent Republican Felix O. Gines in the 2025 election. Both councilmen have recently voiced concerns about transparency in the city's budget and project management, particularly regarding the allocation of funds for road repairs and legal settlements. Gray and Marshall questioned the use of state grant money for a judgment against the city instead of street repairs.
