Fremont residents can attend the final scheduled Charter Advisory Committee meeting on Monday, April 27, at 5 p.m. as the city moves toward a possible charter-city ballot measure in November 2026. Fremont says the meetings are also carried on Comcast Channel 27, the city website, and Zoom, with each meeting’s Zoom link posted in the agenda packet. (fremont.gov) Fremont’s City Council started the charter process on February 17, 2026, after approving a referral from Vice Mayor Zhang to shift the city from general-law status to charter-city status. The council then voted 5-2 to pursue an accelerated schedule aimed at the November 3, 2026 ballot instead of waiting until 2028. (fremont.gov) A charter city operates under a locally written charter for municipal affairs, while Fremont’s current general-law structure follows the California Government Code. Fremont’s charter initiative page says the stated goal is to give the city more local control over governance, procurement, project delivery, and electoral and administrative systems. (fremont.gov) The current draft process is being led by the City Council rather than by an elected charter commission. On March 3, the council approved a work plan for a council-proposed charter and created a seven-member advisory committee to review possible charter provisions. A city news release said the committee’s job is to review the charter formation process, study Fremont’s current government structure, and research best practices before making recommendations. Fremont said some recommendations may need legal and fiscal analysis before they move forward. The city said the council plans at least two public hearings and a final vote before an August 7, 2026 deadline to place the measure on the ballot. The city says public comments for these meetings can be submitted by email before the meeting or made in person.
