NIUA scopes 6.2km COD drain
- National Institute of Urban Affairs opened bidding on April 22 for a consultant to prepare a detailed project report for Kanpur’s COD drain. - The assignment covers a 6.2-kilometre unlined stretch and caps consultant fees at INR 15 lakh, with bids due by May 20. - The work follows NMCG approval in September 2025 for a COD-drain DPR and linked Kanpur waterbody mapping. The National Institute of Urban Affairs has put Kanpur’s COD drain out for design, not just cleanup. On April 22, it issued a request for proposals for a detailed project report on rejuvenating the drain through nature-based solutions and placemaking. (niua.in 1) (niua.in 2) The tender covers consultant selection for a project titled “Preparation of Detailed Project Report for Rejuvenation of COD Drain through Nature-based Solutions (NbS) and Placemaking Approach in Kanpur.” NIUA set May 20, 2026, at 5 p.m. as the final submission deadline and April 30, 2026, for queries. (niua.in 1) (niua.in 2) The budget ceiling for the consultant is INR 15 lakh, including taxes and fees, and NIUA said bids above that cap will be rejected. The institute is using fixed-cost based selection and said no earnest money deposit is required. (niua.in) The drain is a stormwater channel, but in Kanpur it has also become a pollution pathway. A 2023 court order records Kanpur Municipal Corporation as saying the COD drain is a 6.2-kilometre unlined kuccha drain and that lining it would require substantial spending. (indiankanoon.org) That 6.2-kilometre figure matters because the new assignment is meant to turn a problem drain into a buildable project. A detailed project report is the engineering package that defines surveys, designs, costs, phasing, and approvals before construction money is committed. (niua.in) (cwc.gov.in) The COD drain project also sits inside a wider Kanpur river-restoration push backed by the National Mission for Clean Ganga. NIUA’s Kanpur Urban River Management Plan says the city strategy covers the Ganga and Pandu rivers and ties river health to urban planning and governance. (water.niua.in) NMCG’s 66th Executive Committee minutes show the COD drain DPR was already on the books by September 18, 2025. Those minutes list two Kanpur components together: a GIS-based scientific database for city waterbodies and a detailed project report for COD drain rejuvenation through nature-based solutions and placemaking. (nmcg.nic.in) COD drain is not a new pollution point in official records. Minutes from an April 12, 2019, NMCG meeting list COD Nala among Kanpur drains discussed alongside Sisamau Nala and other outfalls linked to the Ganga cleanup effort. (nmcg.nic.in) Kanpur is one of Uttar Pradesh’s largest industrial cities, about 80 kilometers west of Lucknow on the south bank of the Ganga. That mix of dense urban runoff, old drainage infrastructure, and river pollution is what this tender is trying to convert into a scoped, priced, and approvable plan. (kanpurnagar.nic.in)
