UN Forms Independent Panel on AI Governance

The panel's creation stems from the "Pact for the Future," a landmark agreement adopted by UN member states at the 2024 Summit of the Future. This pact includes the Global Digital Compact, which is the first comprehensive global framework for digital cooperation and AI governance, calling for the establishment of an international scientific panel. This initiative is a direct response to the rapid advancement of AI and the acknowledged gap in effective, internationally agreed-upon rules for the technology. The panel is designed to address what the UN describes as a widening global knowledge gap on AI's societal and economic impacts. It aims to provide a more inclusive platform for AI governance, noting that many countries, particularly from the Global South, have been excluded from other major international AI initiatives. Functioning as a global "early-warning system," the panel is tasked with producing annual, evidence-based assessment reports on the opportunities and risks of AI. These reports will be policy-relevant but non-prescriptive, meaning they will inform rather than dictate policy choices for member states. The panel's scope is confined to the non-military use of AI. The panel will present its findings to the Global Dialogue on AI Governance, a separate UN platform for governments, industry, and civil society to share best practices. The first of these annual reports is expected to be delivered in July 2026, setting the stage for more informed international deliberations. This structure is intended to ground political discussions about AI in independent scientific evidence.
