UK Eases App Store Regulation

The UK's Competition and Markets Authority has accepted voluntary commitments from Apple and Google regarding their app stores. The decision allows the tech giants to shape their own regulatory environment, giving them more flexibility on interoperability and privacy rules instead of facing stricter external controls.

- This decision follows the CMA designating both Apple and Google with "strategic market status" in October 2025, a finding based on their effective duopoly, with 90-100% of UK mobile devices running on their operating systems. - The voluntary commitments focus on ensuring the companies' app review and ranking processes are fair and transparent, and that they do not use data from third-party developers to gain an unfair advantage for their own competing apps. - As part of the agreement, Apple will create a new process for developers to request interoperable access to features within iOS and iPadOS, potentially allowing for better integration with services like digital wallets. - The CMA will monitor compliance through metrics provided by the tech giants, including data on app review times, rejection and appeal rates, and the number of developer complaints. - This resolution is the first of its kind under the UK's new digital markets regime, established by the Digital Markets, Competition and Consumers (DMCC) Bill, which grants the CMA more flexibility to address market dominance. - Critics, including some competition lawyers and developer advocates, have labeled the commitments as "lightweight" and lacking legal force, as they are not legally binding measures. - Notably, these commitments do not address the contentious issue of the up to 30% commission fee that Apple and Google charge developers for in-app purchases, a key concern the CMA has previously highlighted. - The CMA has stated that this is an initial step and it will continue to work on other measures, including fairer terms for app distribution and ensuring fintech companies can compete with Apple's digital wallet.
