Local Park Gets $5M Renovation
The city council has approved a $5 million renovation for Elm Street Park. The project, set to begin this spring, will add a new playground, walking paths, and a dog park. Funding is a mix of city bonds and private donations, with completion expected by the end of the year.

The business name on the insurance certificate must exactly match the name filed with the Secretary of State. Only licensed electricians can legally operate a business, advertise services, pull permits, and bid on government projects. The project's use of city bonds means state prevailing wage laws will likely apply. These regulations mandate a minimum hourly wage for workers on publicly funded construction, with rates set by the Department of Labor and Industry to match local wages for similar work. Prevailing wage applies to state-funded projects costing over $2,500 for a single trade or $25,000 for multiple trades. New electrical systems for park lighting and facilities represent a significant portion of the renovation budget. Outdoor lighting installation labor costs can range from $40 to $100 per hour, not including the fixtures themselves, which can cost several hundred dollars each. Upgrading existing electrical systems to support new features can add hundreds or thousands to the project cost. Carver County posts its transportation and public works project bids online through the Connex and OneOffice websites. To bid, a contractor must first register as a supplier with the state to get a SWIFT vendor ID, then create an account on the bidding platforms to download project plans and submit bids electronically. In a recent one-year period, 23 electrical trades contracts were put out for bid by government agencies in Carver County.
