Japan hikes tourist costs

Japan is moving to tighten visitor costs in 2026 with new tourist taxes aimed at hotspots like Tokyo, Kyoto and Osaka and record‑high hotel levies in Kyoto. (thetraveler.org) In addition, the foreign JR Pass will get a 5–6% price increase starting in October 2026 for travelers from the U.S., India, Australia and Europe. (travelandtourworld.com)

Japan is making a 2026 trip more expensive for many visitors, with higher departure, lodging and rail-pass charges arriving in stages. (nta.go.jp) (kyoto.travel) (japan-guide.com) The national departure tax, called the International Tourist Tax, is 1,000 yen per person now and is scheduled to rise to 3,000 yen for departures on or after July 1, 2026, with some tickets booked earlier still kept at the old rate. (nta.go.jp) Kyoto already raised its accommodation tax on March 1, 2026. The new bands run from 200 yen for stays under 6,000 yen a night to 10,000 yen a night for rooms costing 100,000 yen or more per person. (kyoto.travel) (city.kyoto.lg.jp) That replaced Kyoto’s older top rate of 1,000 yen and created new upper tiers of 4,000 yen for stays from 50,000 yen to under 100,000 yen and 10,000 yen above that. Kyoto says the tax funds tourism promotion and “sustainable urban development” for residents and visitors. (kyoto.travel) Tokyo and Osaka already levy their own lodging taxes, so visitors to Japan’s busiest urban circuit can now face stacked travel charges across multiple parts of a trip. Tokyo charges 100 yen on stays from 10,000 yen to under 15,000 yen and 200 yen above that, while Osaka has charged 200 yen from 5,000 yen to under 15,000 yen, 400 yen from 15,000 yen to under 20,000 yen, and 500 yen above that since September 1, 2025. (tax.metro.tokyo.lg.jp) (pref.osaka.lg.jp) Japan is tightening these fees after a record tourism year. The Japan National Tourism Organization said the country logged 42,683,600 visitor arrivals in 2025, up 15.8% from 2024 and the first time annual arrivals topped 42 million. (jnto.go.jp) Rail travel is getting pricier too, but not in the same way. The Japan Rail Pass is set to rise on October 1, 2026 only for passes bought through travel agencies, while prices bought through the official website stay unchanged, according to Japan Guide’s summary of the new fare table. (japan-guide.com) For a standard pass bought through agencies, the 7-day price rises from 50,000 yen to 53,000 yen, the 14-day pass from 80,000 yen to 84,000 yen, and the 21-day pass from 100,000 yen to 105,000 yen. Green Car passes rise from 70,000 yen to 74,000 yen, 110,000 yen to 116,000 yen, and 140,000 yen to 147,000 yen. (japan-guide.com) The pass had already jumped sharply in October 2023, and Japan Guide says there are now “very few itineraries” where it beats regular tickets or domestic flights on price. That means the 2026 increase lands on a product that many budget travelers were already rethinking. (japan-guide.com) For travelers booking Japan now, the practical calendar is straightforward: Kyoto’s hotel tax is already higher, the national departure tax changes on July 1, 2026, and the rail-pass agency price change follows on October 1, 2026.
