Fremont residents will get another public meeting on the city’s proposed charter on Monday, April 27, as officials race toward a November 2026 ballot measure. (fremont.gov) The Charter Advisory Committee is scheduled to meet at 5 p.m. in the City Council Chambers at 3300 Capitol Avenue, Building A. The city says the meeting will also be available on Comcast Channel 27, on the city website, and by Zoom through the agenda packet. (fremont.gov) Fremont is now a general law city, which means it follows California’s Government Code for local operations. A charter city writes its own governing document for municipal affairs, but voters still have to approve that charter at the ballot box. (fremont.gov) The City Council started that shift on February 17, 2026, when it approved Vice Mayor Yang Shao Zhang’s referral to pursue charter city status. The council then chose an accelerated timeline in a 5-2 vote aimed at the November 3, 2026 election instead of a later 2028 option. (fremont.gov) On March 3, the council approved a workplan for a council-proposed charter and set up a seven-member advisory committee appointed by Mayor Raj Salwan. On March 20, Salwan appointed the seven members, according to the city’s charter initiative page. City notices say the group is reviewing Fremont’s current government structure, the charter process, and “best practices” on issues that could go into a proposed charter. (fremont.gov) The council’s stated priorities include governance models, hiring authority, meeting structures, accountability and transparency rules, term-limit options, council pay, and staffing for councilmembers. The city has said some recommendations may need legal and fiscal analysis before they are folded into a draft charter. The city says the draft must then go through at least two public hearings and a final council vote before it can be placed on the ballot by August 7, 2026.
