LA's MeetKai Pilots AI in Africa

The concept of "sovereign AI" is central to this partnership, aiming to give African nations complete control over their AI systems—from the data used for training to the infrastructure it runs on. This model ensures that the development and deployment of AI align with local laws, languages, and cultural contexts, preventing dependency on foreign technology. MeetKai, founded in 2018 by CEO James Kaplan and Executive Chairwoman Weili Dai, specializes in such sovereign AI solutions. Dai, a co-founder of semiconductor giant Marvell Technology Group, is a prominent figure in the tech industry with an estimated net worth of $1.3 billion as of June 2024. Kaplan founded the company after becoming frustrated with the limitations of existing voice assistants. The Smart Africa alliance, led by Director General Lacina Koné, is a coalition of 42 African nations representing over a billion people. Launched in 2013 and chaired by Rwandan President Paul Kagame, its primary goal is to create a single digital market across the continent by harmonizing ICT policies and fostering digital transformation. This pilot program is a key step in implementing the African Union's Continental AI Strategy, which prioritizes developing local AI expertise and infrastructure. The strategy aims to leverage AI to address major challenges in sectors like healthcare, agriculture, and finance, in line with the AU's Agenda 2063 for inclusive growth. The collaboration will focus on deploying AI stacks that support African languages and enable new digital public services. For MeetKai, this partnership follows a similar initiative with VEON in November 2025 to develop large language models in Kazakhstan, signaling a clear strategy of deploying sovereign AI in emerging markets.
