DoD pivots hypersonics to fielding

The Pentagon’s hypersonic portfolio is increasingly being organized around fielding problems rather than pure demonstration work. Army and Navy programs are now described in terms of units, deployments, launch methods, production of a common missile round and the command-and-control needed to operate those systems in joint settings. DARPA still frames core hypersonic work around affordability, rapid flight testing and thermal-stress management, while the Government Accountability Office has warned that cost estimates remain difficult and that several programs have not fully adopted digital engineering and user-feedback practices. On Jan. 29, 2026, the Office of the Under Secretary for Research and Engineering named leaders for six Critical Technology Areas, including “Scaled Hypersonics,” which it said would focus on accelerating affordable hypersonic capabilities at scale. ### What does “pivoting to fielding” actually look like? (army.mil) The Army activated a battery dedicated to the Dark Eagle long-range hypersonic weapon at Joint Base Lewis-McChord in January 2026. The service said the 3rd Multi-Domain Task Force had already deployed the system to Australia in July 2025, and Indo-Pacific Command commander Adm. Samuel Paparo said that deployment validated the Army’s ability to “deploy, position, and exercise command and control” of the system in a forward environment. (darpa.mil) The Navy, meanwhile, said on May 2, 2025 that a successful end-to-end flight test proved the cold-gas launch approach it plans to use for sea-based fielding of Conventional Prompt Strike. Strategic Systems Programs said the test would inform continued development and production of the common All Up Round shared with the Army. (cto.mil) The Air Force’s HACM program sits in the same transition lane. The service’s 2022 contract announcement described HACM as an air-launched, scramjet-powered weapon designed for contested environments from standoff distances, and DARPA’s earlier HAWC work explicitly aimed to validate technologies for an “effective and affordable” air-launched hypersonic cruise missile. GAO said in its July 2024 review that all six offensive hypersonic efforts it examined were trying to deliver a “minimum viable product,” but that cost risk remained hard to pin down because the department has limited experience developing and fielding hypersonic weapons. GAO singled out the Navy’s Conventional Prompt Strike estimate as one of the most mature, while also saying it relied heavily on expert judgment because of limited historical data. The agency said the program emphasized not only air vehicle feasibility and effectiveness, but also affordability, manufacturing approaches and rapid flight tests. (af.mil) That is a fielding problem because weapons that work in a test event still have to be built repeatedly, integrated on launch platforms, maintained by units and connected to the rest of the strike architecture. The Army’s June 2025 environmental assessment for stationing LRHW and the Mid-Range Capability across multiple installations is one sign that the department is planning for basing and operational footprint, not just prototype launches. (gao.gov) ### Where are the technical bottlenecks showing up? DARPA has repeatedly highlighted heat as a core engineering issue. Its HAWC program cited “managing the thermal stresses of high-temperature cruise,” while separate DARPA thermal programs describe precision sensing and signal processing under extreme heat as necessary for missile guidance and propulsion systems. In June 2024, the Army’s hypersonic battery took part in Resolute Hunter 24-2, which the service described as the Defense Department’s only dedicated battle management, command-and-control, intelligence, surveillance and reconnaissance exercise. The Army said the battery operated for more than 72 hours and showcased the long-range hypersonic weapon’s digital kill chain with joint partners. A January 2025 Navy environmental assessment said CPS testing could involve up to eight sea-based flight tests a year over a 10-year period, underscoring both the scale of the test demand and the infrastructure needed to support it.
