Belgium Seizes Russian 'Shadow Fleet' Tanker

Belgian armed forces, with French naval support, have seized a Russian oil tanker in the North Sea. The vessel is suspected of being part of the 'shadow fleet' used by Moscow to evade Western sanctions. This rare and bold enforcement action could become a new template for the EU to disrupt illicit Russian oil revenue.

The seized vessel, identified as the 180-meter tanker 'Ethera', was intercepted off the coast of Ostend during an overnight mission dubbed "Operation Blue Intruder". Built in 2008 and flying a Guinean flag, the ship was escorted to the Belgian port of Zeebrugge. Authorities have opened a criminal investigation, and the Russian captain is being questioned following the discovery of suspected false documents on board. This tanker is believed to be part of a "shadow fleet" estimated to number between 400 and 1,400 vessels. These ships, often aging and with opaque ownership, are used by Russia to transport its oil and petroleum products in defiance of the $60-per-barrel price cap set by the G7 and its allies. This clandestine network has become crucial for Moscow to maintain its energy revenue amidst international sanctions. Shadow fleet vessels frequently engage in deceptive practices, such as disabling their location transponders, falsifying registration documents, and sailing without adequate Western insurance. This lack of proper insurance and the use of older, poorly maintained ships pose significant environmental risks in busy shipping lanes. The seizure of the Ethera is not an isolated incident, but rather a sign of escalating enforcement by European nations. In January 2026, France detained another suspected shadow fleet tanker, the Grinch, and in January 2025, Germany detained the tanker Eventin. A coalition of 14 European countries has warned that tankers without proper documentation or those manipulating their tracking data could be considered stateless vessels and subject to seizure.
