Only Bid Submitted For ITA Building Contract

MLN has submitted the only offer to build the new Instituto Tecnológico de Aragón, or ITA, building in Zaragoza’s DAT Alierta technology district, according to Heraldo de Aragón and the Aragón regional government. The tender closed with a single proposal from the Aragon-based construction group after the regional government opened the process in April with a base budget of 12.156 million euros. The contract still has not been awarded. The contracting board must first confirm that MLN’s bid meets the administrative and technical requirements set out in the tender. ### Which contract drew the single bid? The Government of Aragón launched the tender on April 8 for the construction of the new ITA building in the Distrito Aragonés de Tecnología, known as DAT Alierta, in Zaragoza. The official project budget was 12,156,945 euros, and the contract also includes comprehensive maintenance of the building’s installations. The Instituto Tecnológico de Aragón said the new facility is intended to expand its work in digital technologies, mechatronics and robotics. Aragón Hoy, the regional government’s news service, said the building will strengthen capacity in artificial intelligence, robotics and other digital technologies. ### Where will the new ITA building be built? The project places the building on plot E3 in the business park of Area 5 of Actur, on Zaragoza’s Campus Río Ebro, within DAT Alierta. Government and ITA materials say the building was designed by Sebastián Arquitectos SLP. The regional government said the facility will have 4,825.8 square meters spread across a ground floor and two upper levels. The planned spaces include an AI and cognitive systems laboratory and a laboratory for robotic and automated systems based on artificial intelligence. ### Why is there only one offer on the table? Heraldo de Aragón reported on May 20 that the tender period closed with only one proposal, from MLN. The newspaper said that, barring problems in the procurement process, the company would be in line to carry out the work. No public statement reviewed for this article gave a reason for the lack of competing offers. The available government material says only that companies were able to submit bids until 11:59 p.m. on May 6, 2026. ### What has to happen before MLN can get the job? The contracting board must now examine MLN’s submission and verify that it complies with the tender conditions before any formal award. Heraldo de Aragón reported that this validation step is still pending. The procurement process follows earlier administrative steps already completed. Aragón Hoy said the Council of Government approved the project on Dec. 29, 2025, and that the Building Quality Laboratory issued a favorable review on March 26, 2026. ### What is DAT Alierta supposed to include? The Aragón government has presented DAT Alierta as a technology district intended to bring together research, technology and industry in Zaragoza. The ITA building is one of the flagship projects tied to that site. Earlier regional reporting said the broader public investment linked to the ITA expansion reaches about 18 million euros when equipment is included. Aragón Hoy said nearly 6 million euros in technology equipment is expected to be financed through the Aragón FEDER STEP program, separate from the 12.156 million-euro building contract. ### When could construction begin? The next milestone is the contracting board’s review of MLN’s offer, which will determine whether the company can be awarded the contract. Heraldo de Aragón said work can begin only after that validation is completed. A December 2025 report on the regional government’s plans for DAT Alierta said the ITA building contract set a maximum execution period of 18 months. If the award goes through after the current review, the project would then move from procurement to construction on the Zaragoza site.
