Portugal Launches Business Digital Wallet

Portugal’s Agency for State Technological Reform (ARTE) has launched the Business Digital Wallet within the gov.pt mobile app. The new feature provides companies with single-tap, mobile-first access to core documents, aiming to reduce administrative burdens and transaction fees. The initiative serves as a case study in simplifying complex government processes through user-centric service design.

- The Business Digital Wallet is part of a broader national strategy called the Action Plan for Digital Transition, first approved in 2020 to accelerate Portugal's digital transformation. This plan focuses on digital inclusion, business transformation, and the digitalization of public administration. - In its initial phase, the wallet provides access to four key documents: the Electronic Company Card, the Social Security Contribution Status, the Tax Authority Tax Status, and the Central Register of Beneficial Owners. Future updates are planned to include the Permanent Commercial Certificate and SME certifications. - Authentication for the gov.pt app and the Business Digital Wallet is handled through Portugal's Digital Mobile Key (Chave Móvel Digital), linking a mobile number to a citizen's identity card for secure access. - This initiative makes Portugal the first European Union country to launch a tool of this nature, positioning it ahead of the full implementation of the EU's eIDAS 2.0 regulation. The eIDAS 2.0 regulation aims to create a harmonized European digital identity framework, including a European Digital Identity Wallet (EUDI Wallet) for citizens and businesses. - By November 2026, all EU member states are required to offer at least one digital identity wallet, making Portugal an early adopter of this technology. The long-term goal of the European Commission is to achieve 80% adoption of the EUDI Wallet among EU citizens by 2030. - The project is spearheaded by the Administrative Modernization Agency (AMA), a public institute responsible for digital government and administrative simplification in Portugal. The wallet is a key project within the "Portugal Digital" mission, which aims to position the country as a leader in digital services. - The wallet is designed to be interoperable with the future European Business Wallet, which will facilitate cross-border business activities by simplifying administrative processes for companies operating in multiple EU countries. - This digital wallet initiative aligns with the EU's Single Digital Gateway regulation, which aims to provide a single online access point for information, administrative procedures, and assistance services for both citizens and businesses across the European Union.
