India's Digital Payments Index Hits New High
The Reserve Bank of India's Digital Payments Index climbed to a record 516.76 in September 2025, reflecting widespread adoption and improved performance of digital payment systems. UPI remains the primary driver of this growth, reinforcing its foundational role for small merchants and local commerce across the country.
- The Digital Payments Index is composed of five key parameters with different weightings: Payment Performance (45%), Payment Enablers (25%), Payment Infrastructure - Supply-side factors (15%), Payment Infrastructure - Demand-side factors (10%), and Consumer Centricity (5%). - With March 2018 as its base value of 100, the index stood at 465.33 in September 2024 and 493.22 in March 2025, showing consistent upward growth. - The primary drivers for the jump to the latest index value were significant growth in the "Payment Performance" and "Payment Enablers" categories. - To further boost adoption, the RBI's Payments Infrastructure Development Fund (PIDF) has already supported the deployment of over 14 lakh PoS devices and 4 crore QR codes, with the scheme extended until December 2025. - Despite the surge in digital transactions, cash in circulation also continues to grow, reaching ₹37.2 trillion in 2025, indicating that a hybrid payment ecosystem persists, especially in rural areas. - At the Global Fintech Festival in October 2025, the RBI launched new initiatives including an AI-based UPI support system called "UPI HELP" and the ability to make UPI payments through Internet of Things (IoT) devices. - Looking ahead, the RBI's Payments Vision 2025 aims to increase the number of digital payment transactions by more than three times and achieve an average annualized growth of 50% for UPI transactions. - To enhance security as volumes rise, the RBI has focused on stricter due diligence for the Aadhaar-enabled Payment System (AePS) and mandated card tokenization to protect customer data.
