Washington DC’s Tidal Basin cherry blossoms are peaking — think Potomac cruises and the Petalpalooza festival for prime weekend plans. National Park Service monitors the Tidal Basin with a six-stage bloom scale and reported the trees reached Stage 5 — “Puffy White” — one step short of peak bloom.
