Pentagon Pushes AI Firms for Classified Networks
The Department of Defense is pressing commercial AI vendors to adapt their technologies for deployment on secure, classified networks. The push focuses on large language models (LLMs) and agentic AI platforms for both operational and business use. This move reflects a DoD determination to leverage commercial AI advances within its most secure environments, creating demand for companies that can facilitate such transitions.
- This initiative is being driven by the new AI Rapid Capabilities Cell (AI RCC), which succeeded Task Force Lima in December 2024 and works in partnership with the Defense Innovation Unit (DIU). - The AI RCC has an initial budget of $100 million for fiscal years 2024 and 2025 to fund pilot programs and build foundational infrastructure, including digital "sandboxes" for testing AI on government networks. - To engage smaller businesses, the Chief Digital and AI Office (CDAO) is directing $40 million in Small Business Innovation Research (SBIR) funds toward developing generative AI solutions for mission-critical areas like operational planning and logistics. - A major challenge for vendors is securing an Authority to Operate (ATO) for classified networks; however, the Pentagon is exploring AI-based pilot programs like SWIFT to automate and accelerate this cybersecurity approval process. - The effort is supported by recent acquisition reforms, including Federal Acquisition Regulation (FAR) changes that encourage using AI in market research and a preference for flexible contracting methods like Other Transaction Authorities (OTAs). - Procurement is also being streamlined through the General Services Administration's (GSA) OneGov initiative, which establishes government-wide agreements with standardized terms and pricing for AI and cloud products from major vendors. - The Pentagon’s latest AI Adoption Strategy, released in November 2023, prioritizes creating an organizational environment ready for continuous deployment of AI by focusing on quality data, governance, and a skilled workforce.
