Deadly border incident strains US-Cuba relations

A deadly incident off Cuba's coast has heightened tensions with the US after a confrontation involving a US-registered vessel left four dead, including a Cuban border guard commander. The diplomatic fallout complicates recent US moves to ease sanctions, including a policy shift allowing Venezuelan oil exports to Cuba to alleviate the island's energy shortages.

The deadly February 25th confrontation occurred just one nautical mile off Cayo Falcones on Cuba's northern coast. Cuban authorities reported that a speedboat, registered in Florida, carried ten armed individuals and that the subsequent exchange of fire began after those on the speedboat shot and wounded the commander of the Cuban patrol vessel. All four of the deceased and six wounded individuals on the speedboat were identified by the Cuban government as Cuban nationals residing in the United States. At least one of the dead, identified as Michel Ortega Casanova, was a U.S. citizen. Cuba's Interior Ministry alleged the group was attempting a "terrorist infiltration" and reported seizing assault rifles, Molotov cocktails, and other military-style gear from the vessel, which was later reported stolen from the Florida Keys. In a separate development on the same day, the U.S. Treasury Department announced an easing of its oil embargo on Cuba. The policy shift allows for the resale of Venezuelan oil to Cuba's private sector, a move intended to support the Cuban people amidst a severe energy crisis. This incident is reminiscent of past violent encounters, including the 1996 downing of two planes from the "Brothers to the Rescue" organization by the Cuban air force, which killed four people. More recently, in 2022, there were multiple incidents involving speedboats and the Cuban coast guard amid a migration crisis, one of which also resulted in a fatality.
