Japan raises tourist fees

Japan is raising several travel costs for foreign visitors in 2026, with higher hotel taxes in Kyoto, higher entry prices at Himeji Castle, and a pricier Japan Rail Pass from October. (kyoto.travel) Kyoto changed its accommodation tax on March 1, 2026, from a three-tier system to five tiers. The new rates run from 200 yen for stays under 6,000 yen a night to 10,000 yen for stays of 100,000 yen or more, per person and per night. (kyoto.travel) Before March, Kyoto charged 200 yen for rooms under 20,000 yen, 500 yen for 20,000 yen to 49,999 yen, and 1,000 yen for 50,000 yen and up. The city said the tax funds tourism promotion and “sustainable urban development” for residents and visitors. (kyoto.travel) Himeji Castle also changed prices on March 1, 2026. General admission for adults age 18 and older is now 2,500 yen, while Himeji residents pay 1,000 yen and visitors under 18 enter free. (himejicastle.jp, city.himeji.lg.jp) The castle paired the new fee schedule with a wider digital-ticket rollout and new annual passes priced at 5,000 yen. It also raised its English guided tour to 1,500 yen for adults and its premium audio guide to 1,000 yen, with the guide fee charged separately from admission. (himejicastle.jp) Japan’s national rail pass for short-term foreign visitors is set to get another increase on October 1, 2026. JR Group said the higher prices apply to passes bought through overseas agencies, while prices on its online purchasing service will remain unchanged for a limited period. (japanrailpass.net) For adult standard-class passes sold through overseas agencies, the 7-day pass will rise from 50,000 yen to 53,000 yen, the 14-day pass from 80,000 yen to 84,000 yen, and the 21-day pass from 100,000 yen to 105,000 yen. Green Car passes will also rise, including the 7-day version from 70,000 yen to 74,000 yen. (japanrailpass.net) JR Group said the rail-pass revision follows ticket-price adjustments by some of its rail companies since the last Japan Rail Pass increase on October 1, 2023. The pass is sold jointly by the six passenger companies and is limited to visiting tourists and certain Japanese nationals living abroad.
