Lisbon Area Receives Flood Warning

Portugal's National Authority for Emergency and Civil Protection (ANEPC) has issued a flash flood warning for the regions of Lisbon, Oeste, and Setúbal. Residents in these areas have been urged to take precautions to protect their homes and stay informed about the developing weather situation.

- The current situation follows a series of Atlantic storms, including "Kristin" and "Leonardo," which have saturated the ground. During one period on February 12-13, some areas received 25 mm of rain in under an hour, leading to ANEPC logging 312 incidents in just four hours. - Lisbon's geography makes it uniquely vulnerable; much of the city is built in natural drainage basins and over ancient streams that were encased in concrete culverts, leaving runoff with no escape path during intense downpours. - This is a recurring problem with a severe history. A catastrophic flood in November 1967 killed between 500-700 people, making it Portugal's deadliest flood and the worst natural disaster since the 1755 earthquake. - To mitigate this risk, Lisbon is implementing a €250 million General Drainage Plan, a long-term infrastructure project set for completion around 2030. This civic tech initiative involves constructing two large drainage tunnels, totaling approximately 6km in length, designed to handle a 100-year flood event. - The new drainage system is expected to reduce the city's current flood risks by 70% to 80%. For this complex project, the city mandated the use of Building Information Modelling (BIM) for design, execution, and lifecycle management to improve data transparency and future resilience. - The economic stakes are high, as demonstrated by floods in December 2022 that caused an estimated €49 million in damages to public infrastructure, businesses, and private homes. - The recent series of storms has already resulted in 16 fatalities nationwide since late January 2026, highlighting the severe human impact of these weather events.
