Trump Threatens to Block All Bills Until Immigration Act Passes

President Trump has vowed to block all other Congressional legislation until his sweeping immigration reform package, the SAVE Act, is passed. The ultimatum creates a new legislative standoff at a time of high political polarization and economic uncertainty.

The "Safeguard American Voter Eligibility" (SAVE) Act would mandate that all individuals registering to vote present documentary proof of U.S. citizenship. For the majority of Americans, this would necessitate providing a passport or birth certificate. Standard government-issued driver's licenses, including REAL IDs, military IDs, or tribal IDs, would not be considered sufficient under the bill's requirements. Critics argue the SAVE Act could disenfranchise millions of eligible American voters. Research from the Brennan Center for Justice indicates that 21 million Americans do not have easy access to the required documents. Furthermore, an estimated 69 million American women may not have birth certificates that reflect their current legal name due to marriage. An earlier version of the bill, also titled the SAVE Act (H.R. 22), passed the House in April 2025 but did not advance in the Senate following significant public opposition. Congressional Republicans have since rebranded the legislation as the "SAVE America Act," which also passed the House in February 2026. Senate Minority Leader Chuck Schumer has declared the previous version "dead on arrival" in the Senate. Proponents of the measure, including former President Trump and Elon Musk, argue it is essential for election integrity. However, opponents point out that noncitizen voting is already illegal and instances are exceedingly rare. A similar law in Kansas resulted in approximately 31,000 eligible citizens being prevented from registering to vote.
