Delhi implements unique land identifier system

Delhi's government has implemented Bhu-Aadhaar, a system that assigns a unique 14-digit number to every land parcel in the city. The initiative aims to resolve boundary disputes and create a more robust land management system. This digital identifier is intended to bring clarity and reduce litigation over land ownership.

- The Bhu-Aadhaar, officially known as the Unique Land Parcel Identification Number (ULPIN), is part of the central government's Digital India Land Records Modernisation Programme (DILRMP), which was launched in 2008 and revamped in 2016. - The 14-digit alphanumeric ID is generated based on the longitude and latitude coordinates of the land parcel, derived from detailed surveys and geo-referenced cadastral maps. This system is designed to comply with Electronic Commerce Code Management Association (ECCMA) and Open Geospatial Consortium (OGC) standards. - A comprehensive digital map of Delhi is being created using drone surveys and high-resolution imaging, with the Survey of India providing approximately 2 terabytes of geospatial data to ensure accuracy. - The implementation is being managed by the IT branch of Delhi's Revenue Department with technical support from the Survey of India. - A successful pilot project has already been completed in Tilangpur Kotla village in West Delhi, where 274 ULPIN records were generated. - This initiative aims to address the fact that land or property disputes account for a significant portion of civil suits in India, with studies indicating they make up about 66% of all such cases. - The system will be expanded across Delhi in a phased manner, including 48 villages already covered under the central government's SVAMITVA scheme. - By creating a single, authoritative source of information for any land parcel, the system is expected to streamline property transactions, help prevent fraudulent activities, and reduce the pendency of court cases related to land disputes.
