University of Colorado Launches Systemwide ChatGPT

The University of Colorado has launched ChatGPT Edu for all students, faculty, and staff across its system. The three-year agreement with OpenAI positions AI copilots as core campus "infrastructure" for learning and research. The university will cover the annual licensing costs, which run into the millions, to provide secure access to the AI environment.

- The initial $2 million annual licensing fee for up to 100,000 users will be covered by the CU System Office for the first year of the three-year agreement, after which the individual campuses will be responsible for their own licensing costs. - The rollout will be phased, starting with a limited test group in early 2026, followed by broader access for all eligible students, faculty, and staff in late March 2026, and the release of advanced features in the fall of 2026. - Before gaining access, all users are required to complete a brief training module covering appropriate use, privacy considerations, and best practices. - The decision was recommended by the President's AI Working Group, which evaluated vendors based on principles including privacy, security, sustainability, and equity. - CU Boulder's procurement policies require that new information and communication technology (ICT) like ChatGPT Edu be reviewed for accessibility, mandating vendors to provide a Voluntary Product Accessibility Template (VPAT) detailing compliance with WCAG 2.1 Level AA standards. - The university has stated that the implementation of ChatGPT Edu does not alter its existing accessibility requirements, and all campus policies remain in full effect. - Data privacy was a key consideration; the agreement stipulates that user data within the CU-specific ChatGPT Edu environments will not be used to train OpenAI's large language models. - Each of the four campuses—Boulder, Colorado Springs, Denver, and the Anschutz Medical Campus—will operate its own distinct and secure ChatGPT Edu instance.
