The Indian state of Andhra Pradesh is being recognized for its real-time, AI-powered governance (RTGS) model, which integrates data across health, agriculture, and citizen services. The system recently drew a visit from Bill Gates, highlighting its potential as a major GovTech export from India. The platform exemplifies a large-scale, integrated approach to public sector digital transformation.
- The Real-Time Governance Society (RTGS) was launched on September 6, 2017, by then-Chief Minister N. Chandrababu Naidu to employ e-governance and technology for real-time data reporting and decision-making. It integrates data from various sources including weather forecasting centers, drones, and biometric systems. - During his visit, Bill Gates reviewed several specific technology initiatives within the RTGS, including its Data Lake architecture, AWARE 2.0 monitoring system, and the use of WhatsApp for delivering governance services. He praised the use of data analytics, AI, and blockchain to enhance transparency and public service delivery. - The state is utilizing blockchain technology and QR codes to secure land records, a measure intended to prevent tampering and increase transparency in property transactions. - A key health initiative reviewed by Gates was the "Sanjeevani" project, which is being implemented in the Chittoor district with support from the Gates Foundation to create digital health records and provide low-cost diagnostic services. - Andhra Pradesh has signed a Memorandum of Understanding (MoU) with Google to explore further AI applications in governance, with priorities including a unified search platform for government services and an Andhra Pradesh-specific version of ChatGPT. - The government is actively working to build internal capacity by identifying "AI Champions" from 20 state departments who will receive training to convert 100-150 AI projects into scalable solutions. - The state has also entered a partnership with IBM to skill one lakh learners in AI, cybersecurity, and quantum computing over the next three to five years. - The RTGS system was used to warn approximately 900,000 people about the impending Cyclone Phethai, an action credited with minimizing the loss of life.
