Hyderabad Pilots QR Code System for Waste Management

The Greater Hyderabad Municipal Corporation (GHMC) has launched a pilot program using QR codes for its door-to-door waste collection services. The initiative, being tested in select areas, is intended to improve the efficiency and tracking of municipal waste management. The system aims to create a more accountable and data-driven collection process.

- The pilot in Nalandanagar, Hyderguda, is the latest iteration of GHMC's technology adoption in waste management, which has included a 2017 IoT-based system using RFID tags on collection bins and GPS on vehicles, developed with MotivityLabs. More recently, GHMC has sought to implement AI-powered cameras to detect and penalize public littering. - Upon scanning a household's QR code, the system uploads data to a central database, allowing GHMC to monitor collection regularity and identify specific households not participating in the door-to-door service. This initiative follows a 2021 proposal to use QR codes for real-time tracking of the entire Swachh Auto Tipper (SAT) fleet to improve per-vehicle productivity. - This QR code system is being tested on a fleet of "Swachh Auto Tippers" (SATs), which are small-capacity trucks responsible for door-to-door collection. The entire GHMC fleet has grown from an initial 2,500 SATs to over 4,500 vehicles, with each tipper designated to service between 400 and 800 households. - The SAT fleet is a critical component of Hyderabad's waste management, which processes between 5,500 and 6,500 metric tonnes of solid waste daily. The waste collected by SATs is taken to transfer stations before being moved to the main dump-yard at Jawahar Nagar for processing. - Many SATs operate under a "Driver-cum-Owner" (DCO) scheme, where the operator has a financial stake in the vehicle, supported by GHMC loan repayments. This model has faced operational challenges, including driver protests over job security concerns related to the role of the primary waste management concessionaire, Re Sustainability (formerly Ramky Enviro Engineers Ltd). - If successful, this QR code-based tracking will be expanded across all GHMC limits, which covers a 625 sq km area with a population of over one crore. The civic body is also in the process of establishing a central Control Command Centre to integrate and monitor all its solid waste management IT systems. - The system aims to address accountability issues, as officials have noted that door-to-door collection can be inconsistent, with some slum areas being skipped in favor of higher-revenue colonies. There have also been instances of "ghost" vehicles, with a 2022 report indicating that at least 10 SATs from the fleet had gone missing.
