European Digital Grant Platform Matures

The Interreg VI-A NEXT Programme for cross-border projects between Hungary, Slovakia, Romania, and Ukraine is being managed through a fully online application process. The platform supports large, multi-partner consortia with an end-to-end digital journey. It serves as a model for modern grant management systems, featuring clear eligibility guidance and real-time status tracking for complex funding applications.

- The digital platform is the Joint Electronic Monitoring System (Jems), a standardized solution developed by the Interact Programme for various Interreg projects. More than half of all Interreg programmes use Jems, which has saved an estimated €15.3 million in software development costs for the community. - As of February 2025, 29 projects under the Interreg VI-A NEXT Hungary-Slovakia-Romania-Ukraine Programme have been contracted with a total budget exceeding €22.8 million co-financed by the EU. Examples include a project to improve medical services in the Slovakia-Ukraine border area and another to harmonize transport models to improve traffic flow. - The Jems platform is only partially compliant with the Web Content Accessibility Guidelines (WCAG) 2.1 AA standard. An accessibility statement from 2022 cites a "disproportionate burden" for not fully meeting the criteria in the sections restricted to registered users, which is a legal exemption provided under the EU's Web Accessibility Directive (2016/2102). - The EU's Web Accessibility Directive mandates that public sector websites and apps meet the technical standard EN 301 549, which is aligned with WCAG 2.1 Level AA, covering principles of being perceivable, operable, understandable, and robust. - This initiative is part of a larger European GovTech market worth over €365 billion, which focuses on streamlining administrative processes and increasing the quality of public services. Investment in the European GovTech sector is growing, with a notable increase in funding in recent years. - European governments are increasingly adopting AI to enhance public services. For example, Estonia uses predictive models in healthcare, Denmark employs chatbots to answer citizen queries in 37 municipalities, and the EU has utilized an AI-driven system called iBorderCtrl for security screenings.
